New York Cabs Rip-Off Tourists

Undercover agents posing as foreign tourists last week found that 13 out of 24 cab drivers over-charged passengers traveling from JFK International to Manhattan and Brooklyn. The flat rate is legally fixed at $45, not including tolls. Now, not all cab drivers are out to cheat tourists, but some are.
