Location not at airport and renters are required to have insurance
Cons: -Dollar and Advantage are not located at the airport like the rest of the car rental companies at DCA. They are located off-site in Crystal City. There is a free shuttle bus from the airport, but I would not classify them as an airport location since the main rental car vendors at DCA are located within walking distance of terminals. -Dollar and Advantage require renters to have proof of insurance. I believe they call it "local drivers policy". This is not required at any of the other vendors I've rented from. I was forced to cancel my reservation. Avis had a comparable rate, didn't require proof of insurance, and was located at DCA. On a positive note, the Dollar and Advantage/Dollar employees were friendly and professional; I have the sense they experience this issue frequently. -Key takeaways: 1) Advantage and Dollar are untenable options for people who don't own cars or have car insurance. 2) Do not use a third-party aggregate application, like kayak or priceline. Book directly through a rental car company, like Avis, Hertz, etc. 3) For District residents, if you need a car for the day, zipcar may be a much more convenient option. It'll be more expensive, but you'll save yourself a lot of time.

Cons: 150 mile limit on cars and they required the insurance number of your policy no matter if you bought their insurance or waived it.

Won't go back
Cons: 40+ minute for shuttle from airport to the off-airport site. Then another 30+ minutes in line waiting to get a vehicle.

Pros: The woman that accepted my return was lovely and apologized for the rest of my experience.
Cons: The DCA office ran out of EZ passes before I got to the office at 10:30am. They offered me two options: I could wait and see if an EZ pass was returned with an indefinite ETA or I could drive to Dulles and pick up and EZ pass. Since I was renting the car to go to New York and Philly for the same trip, having the EZ pass was critical. I considered canceling the rental on the spot and going somewhere else but the cancellation penalty would have been steep and I was already short on time so also waiting for an EZ pass to maybe show up wasn't an option. I had just enough time to drive to Dulles so I bit the bullet and went. Shockingly when I arrived at Dulles they insisted on charging me additionally for the EZ pass. I was appalled. Never again. Advantage is the worst. Don't waste your time or money.
