Even in hotels that allow you to bring your dogs or be loose in your room, I’d highly recommend bringing a travel crate with you. Once our curious doggos managed to get free while we were at dinner, and it was not a good scene! Alternatively, many hotels nowadays are happy to loan you a crate, you just need to ask.
