Awful, they have my car away

Hello, dear customer support, I am writting to you hoping to resolve an issue with my recent booking with Hertz in Tromso Norway. When I was on the way to Tromso, my personal belongings were stolen along with my drivers license and credit card, which I used to book a car (I’ve already reported the issue to the local police and I am waiting for an official statement). When I arrived to pick up car and explain the situation, your norweigen collegues managed to change a driver and attempted to chrage another credit card but due to a technical issue with their system (this is what they claimed happened), we were unable to pick up our car. Subsequently the reservation were cancel as a no show and we were told to report the issue directly with your customer support. I would like to kindly ask you for a refund as you are a benefactor of the payment (I am able to provide account statement, that shows Hertz.com as a recipient of the payment). Also I have written statement from your norweigen collegues aligning the issue, that I am able to provide as a screen shot or pdf as they recommended to acompany my claim with this statement to help resolve the issue. I rented a car on a snowy day in October, and was a bit worried about driving the 3 hours North on Rural highways. But the car we were given was a Suzuki hybrid equipped with excellent studded snow tires that performed very well on the snowy roads and got very good gas mileage.
I didn’t order an electric car but I was assigned one and tromso doesn’t have a good infrastructure for EV therefore we had to cut down activities due to fear of running out of battery. Therefore getting a car I we didn’t order complicated our trip
