This is an older hotel that has some floors still under renovation. But our room was fine, clean and comfortable. We enjoyed the town (which had a festival on the Sunday of our stay.) Our goal was to drive into the mountains of eastern France and Epinal was a good launching point for that drive. We didn't spend much time shopping, but the town seems to have a good assortment of shops and restaurants.
Pros: Reasonable rate. Right across from railway station. Room was not real big but was fine. The staff was very helpful.
Cons: Not sure what their weekday parking arrangements are. On the weekend (when we stayed) on-street parking was free so that's what we did. Oddly, where the elevator stops, you must either go up or down a half flight of stairs to get to your room.
