The United Arab Emirates has restricted the entry of most non-residents. However, there is a separate set of regulations specifically for entering Dubai, which was announced on June 21 and is now in effect for Dubai residents and visitors.
For entry to Dubai, the COVID‑19 PCR test requirements have changed.
Travelers must meet entry visa requirements to visit the UAE.
All travelers arriving from Algeria, Armenia, Australia, Austria, Azerbaijan, Bahrain, Belgium, Bosnia & Herzegovina, Brazil, Brunei, Bulgaria, Canada, China, Denmark, Estonia, Finland, France, Germany, Hong Kong, Iceland, Indonesia, Ireland, Italy, Japan, Kazakhstan, Kirgizstan, Kuwait, Latvia, Lithuania, Luxembourg, Malaysia, Maldives, Mauritius, Netherlands, New Zealand, Nigeria, Norway, Oman, Poland, Portugal, North Macedonia, Saudi Arabia, Serbia, Seychelles, Singapore, Somalia, South Africa, South Korea, Spain, Sri Lanka, Sweden, Switzerland, Taiwan, Thailand, Turkey, UK, US must present a medical certificate with a negative COVID-19 PCR test result issued within 96 hours prior to departure with the exception for travelers arriving from UK and Germany who have the option to take a complimentary COVID‑19 PCR test on arrival in Dubai. The medical certificate must be printed in English or Arabic, no hand written, SMS or digital certificates will be accepted. Children under the age of 12 and travelers with a severe or moderate disability are exempt from the PCR test.
Citizens returning to Dubai are not required to conduct a PCR test prior to departure; the test will be conducted on arrival at Dubai Airports, unless the destination country requires a pre-travel test.
All travelers arriving from Afghanistan, Angola, Argentina, Bangladesh, Cambodia, Chile, Cote d’lvoire, Croatia, Cyprus, Czech Republic, Djibouti, Egypt, Eritrea, Ethiopia, Georgia, Ghana, Greece, Guinea, Hungary, India, Iran, Iraq, Israel, Jordan, Kenya, Lebanon, Malta, Moldova, Montenegro, Morocco, Myanmar, Nepal, Pakistan, Philippines, Romania, Russia, Rwanda, Senegal, Slovakia, Somaliland, South Sudan, Sudan, Syria, Tajikistan, Tanzania, Tunisia, Turkmenistan, Uganda, Ukraine, Uzbekistan, Vietnam, Zambia, Zimbabwe must take 2 COVID-19 PCR test: one before departure with a validity of 96 hours from the date of the test, and a second test upon arrival in Dubai.
Travelers must have a medical travel insurance with international coverage that covers COVID-19 before traveling. Travelers will need to sign a declaration to bear all costs of quarantine and treatment and complete a Health Declaration Form before departure confirming they are not displaying COVID-19 symptoms.
Passengers traveling with Emirates airline or FlyDubai will automatically receive free global cover for COVID-19 health expenses and quarantine costs valid through to December 31.
Before visitors fly to Dubai, they will also be required to complete a Health Declaration Form and a Quarantine Form. Both forms need to be printed, completed and handed over to Dubai Health Authority staff on arrival. Visitors to Dubai will also have to register their details on the Covid-19 DXB App (iOS)-(Android).
Passport holders from certain countries including the US, Canada, and the UK may be able to receive a tourist visa on arrival in Dubai, typically valid for 30 days. To see more information on this and other regulations for travel to Dubai, check this page.
Travelers can enter Abu Dhabi by road but must have had a COVID-19 PCR test within 48 hours.
Stringent entry restrictions remain in place upon arrival at all airports in the UAE which may include, but are not limited to, a Health Authority COVID-19 PCR test on arrival, mandatory quarantine period, usually via self-isolation at a private address if suitable, or a hotel or Government facility, for at least 14 days, and follow up testing before you are able to complete quarantine. Once any quarantine period is complete you must continue to comply with all measures put in place by the UAE authorities to prevent the spread of COVID-19.
Arrivals in Abu Dhabi from countries that the UAE authorities consider high risk, and/or for whom the authorities assess private accommodation in the UAE to be unsuitable, are likely to be required to quarantine in a government quarantine facility for at least 14 days and and will be required to wear a medically approved wristband for the duration of their quarantine. The wristband will be provided at Abu Dhabi airport after clearing immigration. Arrivals under the age of 18, over the age of 60, diplomats or those suffering from a chronic disease will be exempt from having to wear the wristband.

Lack of communication between flight attendants at gate was the main reason for missing our flight, after 2 delays from the previous flight. When we got to the gate they closed it at that moment, earlier than it should have. A Mr. Fenney, person in charge at the gate, didn’t help much. Just went through the motion and as slow as possible trying to help us. It seemed he just wanted to pretend he was helping us. Worse was his attitude when telling is the gate has already closed, didn’t do anything to help us, nothing at all. We had to literally get information out of him. We then went to customer service were the same thing happened, a lack of care that we missed our flight due to things out of our control. Even to the point where the agent told us “be sure to be there on time this time”, like if it was our fault we missed it (we told her the details of our situation). Till this point they don’t seem to care. They left about 15 people, that i know of, hanging. If they had better comunication between gates and waited a miserably 5 more minutes (although they closed the gate earlier then they should have) everyone would have made it. Throughout the whole process we noticed that american airlines employees did not care that many on that first flight had connection flights. They were just going through the motion, slowly while all of us were a bit desperate knowing that the layover time was going to be very close."

Others reported getting tangled up with BA's computer system."

I don't think it would had make a difference to the airline if they would acknowledge connecting passengers and eventually try to make their experience a little easier. More and more friends, family & 1 flight expert says AA gets more complaints. Will try booking with another airline carrier in future unless absolute emergency to take AA. Worth $40.00 or more extra to get friendly service."

Cons: "American Airlines DISCRIMINATES especially against the elderly! The airlines took my family of 6 off the flight that I booked 6 months in advance, and I had no flight out of Munich, Germany. I do not know why. I called and had them put us back on the flight. I paid extra for seats so that we could all sit together. The seats were given to others and my family could not sit together. The American Airlines employees were not helpful at all! The agent, Rowna, lied to us that we would be sitting together. They will not reimburse me for paying extra for seats that I did not get. The porter that pushed my mother in the wheelchair was more helpful than any employee."

They said yes but because I had a luggage it will take time to transfer my luggage and they will end up being delayed. United airlines is HORRIBLE!!! My flight were delayed and with that they should have more consideration for those costumers who were delayed. But instead of being kind and considerate. They had book me a later flight and the worse thing is the itenerary had more connections. Very Exhausting. The other costumer when we were in the line at the costumer service desk some people were given flight which are like 12 hrs away. How Horrible service. I WILL NOT FLY WITH UNITED AIRLINES AGAIN. Very POOR SERVICE."

Most airlines will seem to help you with hotels or food and whatnot if you had to be rebooked. We ended up booking a hotel through the Hotel Tonight for a great rate although it’s unrefundable. Turns out we get to the airport and our original connecting flight was severely delayed and we would have made it on to that flight. So either way we were stuck with a loss."
Cons: "Heading from BWI to Newark to Boston on 9/29 on United. There were delays at Newark airport which lasted about an hour, and meant that we would be super tight getting in for our connecting flight. We had been told ahead of the departure of the delayed flight that there would be someone on the ground at Newark monitoring the delayed connecting flights, in case a flight needed to be held. Well, we actually landed about 15 minutes before our connecting flight was due to take off. However, we quickly found out that not only were the gates closed early, but the flight tracker was showing the flight had actually left early. There was clearly no communication between on the ground crews, and everyone working at the airport once we landed seemed confused about the situation. By the time we got within eyeshot of our gate, the gate agents were telling us that the Boston flight was already closed. This meant that no one was even monitoring the situation for us, and that they made no effort to hold the plane for the five of us who were supposed to be on that flight. Additionally, that was the last flight to Boston from Newark, so they literally didn't give one iota of care for our situation. I had a 10am wedding to attend that next day, and even after telling the agent this information she still asked me whether I wanted to get on a 10:38am flight to Boston, which made exactly zero sense. After all of this, she ended up getting me on a flight into manchester (that flight had been delayed for 3 hours by this time, and was delayed again after I was booked on it) which landed at 1:24am, a full two hours and some change after I would have landed in Boston, and a full hour away from Boston. Luckily, my boyfriend had his car and was able to pick me up. I finally got to Boston around 2:45am. My suggestion to the airport crews is to actually communicate when you have issues like this. It wasn't our fault, but we were greatly inconvenienced and they did not make an effort to prevent the situation at all. Adding to this, our pilot for that first flight told us that the reason for the first delay was that Newark was congested with too many flights into and out of the airport. THAT is entirely their fault for not being able to properly gauge their own capacity and should not have ended up inconveniencing passengers! I end all this with an additional inconvenience- when I arrived for my flight on Sunday at 4:40am for a 5:55am flight back to DC, I was told that my return flight had been CANCELED. Somehow, in rebooking me on the flight to Manchester. So I had to spend 30 minutes on the phone with United to get that fixed at 5 in the morning and nearly missed my return flight due to crew incompetence as well."

I asked the rep at the customer service station if United pays for a hotel room if our flight gets canceled, I was told no. There were several canceled flights, do all the hotels were booked in the area. It was up to me to call every hotel in a 10 mile radius at midnight to find a room. I had to come out of pocket 150 dollars for the room and I missed work the following day due to my canceled flight. I was forced to stay in a hotel room with none of my clean clothes, no toiletries. I was told by a united rep, "we get off at midnight so you won't be able to get your suitcase today". All in all, it was one of the worst flying experiences I have ever had. I would like some one to call or email me."
