Luxembourg has restricted the entry of travelers arriving from outside the EU who are not nationals/residents of EU/Schengen area countries and their family members.
From January 1, UK nationals are no longer classified as EU/EEA nationals and will not be allowed entry to Luxembourg. Essential travel is still permitted.
Third-country nationals who are residents of Australia, Canada, Japan, New Zealand, Rwanda, Singapore, South Korea and Thailand are also authorized to enter Luxembourg. China, Hong Kong and Macao (subject to reciprocity at European Union level) may also enter. Travelers from these countries will need official documents proving their residence in one of these countries (residence permit, residence certificate, work permit, etc.). These documents must be accompanied by a translation into one of the administrative languages of Luxembourg or into English.
Luxembourg has continued the restriction of travelers from certain countries (the US, and others) to the European Union. There are exceptions to this prohibition, however: Citizens or residents of Luxembourg with valid documentation – a Luxembourg passport or a Luxembourg-issued resident card – are able to enter the country. Exceptions also exist for healthcare professionals, border and transport workers, seasonal workers, essential highly qualified workers, diplomats, humanitarian aid workers, military personnel, travelers for imperative and duly justified family reasons, third-country national students attending an institution in Luxembourg, and travelers in transit.
From January 29, all travelers, regardless of nationality, aged 6 years or over, must present a medical certificate with a negative COVID-19 PCR or viral antigen test result issued within 72 hour before the flight, if necessary accompanied by a translation, in one of the administrative languages of Luxembourg or in English. This applies to all departures to Luxembourg, including those from Member States of the European Union or the Schengen area.
Travelers will be asked to complete a passenger locator form while on the plane.
For essential highly qualified workers, travelers for imperative and duly justified family reasons and third-country national students attending an institution in Luxembourg, an express request for the issue of a specific certificate must be sent to the Passport, Visa and Legalisation Office (BPVL) by email at (firstname.lastname@example.org).
Travelers arriving from outside the EU or the Schengen area, will have to undergo an additional test for viral antigen (rapid test) on arrival at Luxembourg airport. This also applies to air transport of persons bound for Luxembourg from a third country who are in transit through an airport of a Member State of the European Union or of the Schengen area. In the event of refusal to undergo a test, the person will remain in quarantine for a period of 14 days. This quarantine may end at any time, as soon as a negative test result is obtained.

United in DC told us all the flights to the next port for our boat (Antigua) were full and offered no other assistance. There were 11 of us in the same position. Several folks found a flight late that evening leaving at 8:30AM the next day for Antigua. They did not have our phone number so they couldn't tell us about its availability. 6 of us chartered a flight to Antigua the next day. If United told us about the existence of the 8:30 flight, everything would have been ok. United paid for the 8:30 flight for the 5 folks who took it."

United agents were there to get us through quickly at 4:15 AM. Because we were being met in Managua at noon and moving in with families that afternoon, there was a little margin for error."
