Air Canada, United Airlines and Philippine Airlines have all waived their change and cancellation fees on flights from Toronto to Québec City. Confirm policies on booking site.
Philippine Airlines does not allow booking a middle seat on flights from Toronto to Québec City.
Canada has restricted the entry of all foreign nationals. Travelers who are not Canadian citizens, permanent residents or people registered under the Indian Act may only enter Canada for essential purposes. Entrance will be denied to people traveling for tourism, sightseeing, recreation, entertainment, social visits or religious functions.
Foreign nationals who are eligible to travel to Canada are immediate/extended family members of a Canadian citizen or permanent resident, person who is authorized by the Public Health Agency of Canada to travel to Canada for compassionate reasons, temporary foreign workers, international students, person approved to become a permanent resident, transiting passengers, members of the Canadian forces, accredited diplomats and their immediate family members, air and marine crew members, French citizens who live in Saint-Pierre and Miquelon and have been in only Canada, the US or Saint-Pierre and Miquelon during the 14 days before the day they seek to enter Canada.
Immediate family members of a national or permanent resident of Canada must be traveling to be with the national or permanent resident and intending to stay in Canada for 15 days or more.
Extended family members of a national or permanent resident of Canada must be traveling to be with the national or permanent resident, intending to stay in Canada for 15 days or more and have a written authorization from Immigration, Refugees and Citizenship Canada (IRCC).
Foreign nationals traveling to Canada for a compassionate reason must get authorization from the Public Health Agency of Canada. Foreign nationals traveling without an advance written approval for an exemption of a border restriction may be denied entry into Canada.
Travelers must have a plan to quarantine for 14 days when they arrive in Canada (including a suitable place of quarantine, how to get to their destination, get groceries and access essential services and medical care). Check the Government of Canada website for more information.
Travelers are subject to a 14-day mandatory quarantine, provide contact information, monitored themselves for symptoms and check-in within 48 hours of arrival through the ArriveCAN app
Certain persons are exempt from the mandatory quarantine requirement when entering Canada for the purposes of performing an essential job or function as identified in the Order under the Quarantine Act. Exemption will be validated for each entry into Canada.
All travelers on flights to Canada must have a face covering. Travelers who exhibit symptoms will be prohibited from boarding planes that are destined for Canada. If they exhibit symptoms on arrival they will be referred to the Canadian Public Health Agency. Travelers who have been refused boarding in the past 14 days due to medical reasons related to COVID-19 may not enter the country.
Transiting passengers must remain in the secure transit area of a Canadian airport to complete their connection.

Cons: "The food seemed to be quite a small portion. The chicken entree was normal size, but lacking in taste. The side was also bland in flavor but a good mix of veggies. I would have enjoyed another small snack, such as cheese and crackers or some such. The movie list was fairly good with somewhat recent items. The TV list was lacking in choices, it seemed. However, that may be the content of modern TV. Access to the toilets were often hindered by staff, especially in the rear of the cabin. We were 45 minutes late. I was already booked on a flight 5+ hours later, which was nice. However, I was given a only a food voucher of 31CHF. The amount was wonderful, but they offered this at a time when I had already eaten on the plane and was not hungry at all. I could only buy a few things to eat or take with me, and the rest of the amount was wasted. Alternatives, could have been a partial refund, a visa gift card, an upgrade on my flight back, etc."

Cons: "There was a delay in the flight about 1,5 hours, although there was not an important reason for that. The weather conditions were good, so it was just a miscoordination of the company. It was also unacceptable that there was an extra 15 minutes delay due to an overload of luggage that had to be transferred to the plane. Most of the passengers, myself included, had a very tight connection in Munich and it was highly possible that we would not be able to be there in time. The crew of Air Canada was not aware of anything and they were not able to provide information about the connecting flights, although they were also operated by Air Canada. I believe it goes without saying that there should be a basic communication among your employees, especially about connecting flights, so the passengers can be informed. Finally we arrived at Munich airport 15 minutes before the connecting flight Munich to Athens. I was at my gate on time; the boarding was still available. After rushing and getting stressed to catch my flight, I found out that my ticket from Munich to Athens was canceled by Air Canada due to the initial delay in Toronto. However, nobody ever informed me about the change, which is unprofessional and unacceptable. The next available flight from Munich to Athens was the next morning. I should mention that all these happened on the 31st of December. So I was forced to spend New Year's eve alone in a hotel in Munich airport, instead of being with my family in Athens. All this was because of the irresponsibility of Air Canada, for a ticket that costed me almost $1,200. Finally, a small detail; Air Canada needs to renew the menu during the flights. It is exactly the same for a couple of years now."

The boarding experience was rushed by airport staff and the flight crew were overly abrupt with passengers on board (bathroom requests by a mom with an infant to water requests by multiple passengers)."

BUT unfortunately the Air Canada flight departure was delayed for about that much time in Toronto due to mechanical issues. We were promised that Air Canada staff would be on hand in Tokyo to help those of us who would miss our connections. HOWEVER after getting to Tokyo (about the time my domestic flight was taking off) going through immigration and customs and then waiting in line to talk to Air Canada staff, they told me that since my connecting flight (an ANA flight to Miyazaki) had been booked by my son through the Skymark website, they were going to do absolutely nothing at all to help me--no help with arranging an alternative flight, no help finding a hotel room--nothing, absolutely nothing. They left me high and dry in a bad situation."

The entertainment systems are poor as well, both in screen resolution, controls and somewhat lacklustre programming. The business class is not good value, not because I would travel economy, but given a choice I’d pick business class on another airline."
