Entry restrictions
Hong Kong has restricted the entry of all travelers who are not Hong Kong passport holders, Permanent Identity Card holders, work or study visa holders, or British passport holders with “British Nationality (Overseas)” nationality with the right of abode in Hong Kong.
Hong Kong has restricted all air passenger flights from the UK, Brazil, Ireland or South Africa, travelers who had visited the UK, Brazil, Ireland or South Africa for more than two hours within the past 21 days would be denied entry to Hong Kong.
Hong Kong has postponed the Air Travel Bubble with Singapore.
Travelers who have only been in China, Taiwan, or Macau in the past 14 days may still enter.
Hong Kong residents with an Identity card accompanied by a visa marked with “Permission to remain extended until” may enter Hong Kong within the validity of the permitted stay.
Hong Kong has included the UK to the list of specified high risk places on October 1, 2020.
Airline crew, government officials, spouses and minor children of Hong Kong residents, and personnel endorsed by the HKSAR government to engage in anti-epidemic work may also enter.
Entry requirements
Travelers arriving at Hong Kong International Airport, with the exception of those travelling from mainland China, Macao and Taiwan must have a confirmation in English or Chinese of a hotel reservation in Hong Kong for at least 14 days.
Travelers who have been in the US, Kazakhstan, Bangladesh, Belgium, Canada, Ecuador, Ethiopia, France, Germany, India, Indonesia, Nepal, Pakistan, Philippines, Romania, Russia, Switzerland, Turkey, Ukraine and the UAE in the past 14 days must have a medical certificate with a negative COVID-19 nucleic acid test result issued at most 72 hours before departure. The certificate must be in Chinese or English.
Quarantine requirements
From December 22, travelers are subject to a 14-day quarantine in one of the officially-designated quarantine hotels.
Travelers who arrived in Hong Kong from the UK after December 2 will need to serve a further 7 days self-isolation at home, in addition to the 14 days of hotel quarantine.
Airline crew are subject to medical screening upon arrival and self-isolation in a hotel.
On 1 April the Hong Kong Government announced arrangements for two designated flights from the UK to Hong Kong. Those returning must undergo a 21-day compulsory quarantine in a specified quarantine facility once in Hong Kong. These flights are for Hong Kong residents only. The airline will open the ticketing reservation system on April 8 and travelers who have successfully booked tickets will be redirected to the reservation system of the specified quarantine facility to book their rooms at a rate of HK$400 to HK$500 per night.
Upon check-in, travelers will be required to present proof of a negative COVID-19 test result for COVID-19, carried out no more than 72 hours of the scheduled departure of the aircraft.
Transiting rules
From June 15, transit services at Hong Kong International Airport have now resumed for travelers who can be checked through from port of origin to final destination. Transiting between flights operated by different airlines is now allowed. Transiting through Hong Kong from, but not to, mainland China is now allowed until October 15. A number of restrictions still apply to transiting through Hong Kong, so it is advised to check with your airline or travel agent before traveling.

All of my layovers were long, except one, which was planned to be about an hour but ended up being less than 30min. That one was a pain: had to go through Canadian customs and then run across the Toronto airport, but thankfully my next flight was still boarding - and ended up running late because they had to de-ice the plane. One of the flights ran late, and as we were reaching the gate a passenger felt the need to yell racist/ignorant comments at a fellow passenger who wouldn't sit down, and then the flight attendant - overall that was a real shame."
