Taiwan has begun to reopen its borders to foreign nationals, provided they are traveling for reasons other than study, tourism or to visit friends. All visa waivers have been suspended, so travelers must apply for a special entry permit with a Taiwan representative office overseas before traveling.
Travelers who already hold a valid Alien Resident Certificate (ARC) or Alien Permanent Resident Certificate (APRC) do not require a visa to enter Taiwan.
Starting from December 1, until February 28, all travelers, including transit passengers, regardless of nationality and travel purpose must present a medical certificate with a negative COVID-19 RT-PCR test result issued within 72 hours prior to departure to Taiwan.
Foreign nationals must have a medical certificate in English with a negative COVID-19 RT-PCR test result issued within 72 hours prior to departure to Taiwan.
Travelers must complete and submit a "Quarantine System for Entry Form" before departure.
The following visitors may be exempted from negative COVID-19 test: personnel on diplomatic or official business, migrant workers, students, those coming to Taiwan for emergency situations, and crewmembers on vessels arriving in Taiwan.
Passengers arriving from the Philippines are subject to medical screening on arrival.
Travelers are subject to a 14-day home quarantine.
From December 23, travelers arriving in Taiwan from the UK must now quarantine in group quarantine facilities for 14 days after entry, and be tested for COVID-19 before completing the quarantine period. Flights to and from the UK are to be reduced by half, effective immediately.
From November 9, all travelers arriving into Taiwan must declare if they have had COVID-19 symptoms in the last 14 days. If they report symptoms, they are subject to PCR test at the airport or a hospital immediately upon arrival. If they test negative, they must have a second test after 24 hours. They are subject to quarantine at a designated quarantine facility while awaiting for both results. If they receive two negative results, they will be able to leave the quarantine facility and carry out the 14-day self-isolation at home or in a designated quarantine hotel. A positive test will mean hospitalization.
During the quarantine period, the individual is to stay home (or at the designated location) and may not use public transportation or leave Taiwan. Travelers may be asked to install a local SIM card if they do not already have one. Mobile phone location monitoring will be used as part of the quarantine management process by local authorities. Short-term business travelers may apply for a shortened period of home quarantine.
Foreign passengers, including people from Hong Kong and Macau, are now allowed to transit through Taoyuan International Airport. Holders of People’s Republic of China (PRC) passports will not be permitted to transit in Taiwan. Those transiting will need to board connecting flights of the same airline company they fly in on. Transits must last less than 8 hours. Transit passengers who need to wait for more than one hour will remain separate from other passengers and stay in a separate area. The one that was suppose to fly out at 12:50 on 1/6/18 delayed until 17:25 (with acceptable communication the first delay) but then later delayed till 00:10 after I’ve already arrived at the airport early for the 17:25 departure. The screens with arrivals and departures posted that Checkin was open but there was no JAL staff to answer questions. Then getting an update “maybe” the 00:10 flight is cancelled? What is maybe cancelled and JALs phone messege still said the flight would depart at 00:10. So I go back to JFK because after all “maybe” isnt a definitive and according to all the direct JAL sources the flight is suppose to depart, I get to JFK the second time only to be given a printout saying the flight is cancelled with no rebooking, and to call for assistance. The same number is been calling for hours trying to get answers. coukdnt reschedules because I’m calling outside of business hours! I spent $200 on cab rides going back and forth to JFK to go nowhere, get no apology, no new flight booking, and no reimbursement for transportation."

This caused a lot of stress on me however, the Japan airlones Crew escorted me (we ran as fast as we could) to my next flight so that I wouldn’t miss it. No wonder the atmosphere was very relaxing and quiet during the both flights. The leg room was roomier and the facilities were newer. Cons: "The JAL website specified most trans-atlantic flights with the newer and more spacious seating in Premium Economy. Departing from San Diego, this was only an option once a year I was told at the check in counter. I was counting on extra width and legroom as I am 270 lbs and 73" tall. I was disappointed that these up-gradable seats were not available. I also did not like that we sat on the Oksaka tarmac at a divert airport from Narita (Tokyo) and were not given an option to leave the plane and find alternate transportation of our choice to get us to our destination. I understand the high winds and bad weather was not allowing us to land on time, but we sat on the tarmac for 2 1/2 hours and then left to fly into Narita 5 hours late."

I had no clean clothes and had to throw out my contacts because I had no solution. I also couldn’t use the meal voucher they gave me because everywhere in the airport was closed by that time. No stipend was given for toiletries or food delivery. Very unimpressed."

The sight u use on the boarding pass u download on the phone is not clear. It says baggage fee +$25.00. I thought it was 25.00 till the women in Phoenix showed me the + sign. She said “it is confusing”. I did not buy the ticket because it was for an unexpected funeral of my sister. My other sister did so I didn’t see all the stuff from Travelocity. After telling me it would be $50.00 the check in male and female at the gate saw me sitting there for an hour and never told me I couldn’t pay cash. By the time it was boarding time if a nice woman did not offer to use her credit card and I have her the $50 cash I would have missed my flight. The manager at the gate in Portland even told me I would miss my flight. The two check in staff at the gate said “well we didn’t know you only had cash” and they weren’t even concerned that I was going to miss my flight. It would of been nice of them to tell me this when I sat there for an hour after they told me They we’re doubling the price. I would of had time to go back through security, only pay $25.00 and the other nice passenger would have not had to use her credit card. Very rude and poor service especially after a sad occasion of burying your sister!"

Food was barely edible. Paid extra for roomier seats on one leg, making it more comfortable, but were extremely tight on another leg which had many empty seats scattered throughout the cabin. Cabin attendants seemed more interested in pushing items that generated revenue than providing the ones that came with the ticket (which is never cheap to begin with)."

Cons: "Due to mechanical issues our 8am flight kept getting delayed in 30 minute increments until around 9:45 when the front desk attendants told us the necessary part had to be driven from Seattle and wouldn't be available until noon, and that their was no certainty the part would work, and that we should make other arrangements. So we did, but their earliest we could get us into Chicago was 9:30pm (original arrival was 2pm). We booked the arrangements only to find out that our original flight took off at 10:55 and American didn't even attempt to contact us. The cherry on top was that our flight (which was indirect through SFO) got delayed and we're now going to miss our connection in SFO. So currently looking at 10:30pm arrival in Chicago."
