Romania has restricted the entry of all travelers who are not nationals of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden or Switzerland.
Romanian nationals and their families, residence permit holders, and long-stay visa holders may still enter the country.
Nationals of EEA Member States, Switzerland, and the United Kingdom with a residence in Romania may also enter the country.
From January 1, UK nationals are no longer classified as EU/EEA nationals and will not be allowed entry to Romania. Essential travel is still permitted. These restrictions do not apply to UK nationals who are legally resident in Romania. They will be allowed to re-enter the country, but will need to present proof of residency.
Diplomats, transport personnel, military personnel, humanitarian aid workers, travelers in family emergencies, and travelers in need of international or other humanitarian protection may also enter the country. For more information on the exceptions for travel to Romania, check here.
The Romanian Government is issuing and updating a list of countries for which COVID-19 travel restrictions have been lifted, as well as those with high risk. Information on this can be found here (in Romanian).
Travelers arriving from countries with high epidemiological risk must have a medical certificate with a negative COVID-19 PCR test result issued within 72 hours prior to departure. Children under the age of 4, travelers with a consular, diplomatic, official, service or special passport traveling on duty and their family members, travelers with a COVID-19 vaccination certificate, travelers who recovered from COVID-19 with a medical certificate with a positive COVID-19 test result issued at least 14 days and at most 90 days before arrival are exempt from testing requirements.
Travelers must have a completed passenger locator form
People traveling from high risk countries must enter a 14-day quarantine on arrival, while those arriving from low risk areas are exempted from quarantine.
All travelers from the UK are subject to a 14-day self-isolation on arrival. Travelers who has had both doses of the vaccine, and arrives in Romania more than 10 days after the second dose, will no longer be expected to self-isolate.

For 20 minutes crew stood around in the airport talking to each other and using their cellphones. Finally the transport bus was loaded only to have the bus driver get out, and talk to another employee while simultaneously using his phone. No information was given for the delay and the plane was boarded at time of departure. This careless and unbothered attitude resulted in a missed connecting flight for my partner and I. We were completely unassisted by crew on the plane and ended up having to wait 24hours for our next flight home. Absolutely disgusted by the service provided from Cluj to Munich. I would seriously consider another airline before booking again with Lufthansa for this route."

Cons: "1. The comfort in economy class was insulting and horrible. I am 6'3", 175lbs and was trapped in one uncompromisingly uncomfortable position for 8+ hours. Torture is a word that comes to mind. If I were a smaller sized person, 5'8" or less, perhaps this may be acceptable, but for anyone over 6'. forget it. You must pay loads extra to be given a respectable seat. I am hopeful that I don't develop a blood clot from this flight. This lack of room is a seriously dangerous situation for many people on long-distance flights. 2. The seat recline feature added further insult to the mix. Once airborne, the lady in the seat in front of me sent her seat into what was left of any personal space or legroom I had. The video screen on the setback in front of me was literally 6" from my face now. Several people who were also of taller size complained, one was so adamant about retaining his space that he fought verbally with the lady in front of him, and eventually a stewardess had to be called. My wife complained on my behalf, and was able to get the lady in front of me to reposition her seat, but eventually, I noticed it somehow found its way back to recline again. I know Lufthansa is not alone with this predicament, but something HAS TO BE DONE to fix this huge problem with air travel. 3. The food on the flight to Germany was way better than the return trip. The meal consisted of mushy carrots, greasy mashed potato-like side, and a piece of OK chicken smothered in 'Murican BBQ sauce. I was insulted. Lufthansa had been better than this in the past. Oh, and the dinner roll was so dry and crumbly, it could have been weeks old. The snack before landing was called pizza, but I wouldn't call it that It was a bunch of tasteless dough, a little bit of tomato like sauce and a smattering of cheese. I wish Lufthansa would stick to what they do best; German-influenced food. Be true to who you are. Most people I know love German food, and I always have looked forward to LH food selections. Not now."

Cons: "This was a 747, but in economy they've configured it with newer 10 across rows like they do on the new Dreamliner, which I hate. These new seats are much narrower in width (not ideal, but fair enough, the airline wants to maximise capacity) and much harder to sit on for a long haul flight (much less ideal, after a couple hours, the seats were just plain uncomfortable, by the end of the flight really unbearable). The food (pasta) was not particularly good and not to the usual standard I expected for Lufthansa. Staff were efficient, but not particularly friendly. To be honest, I've had better flights in terms of comfort on the likes of Ryanair and Thomas Cook."

The 5:50pm flight was late and therefore push everything out..."

Thus causing me to have to book a hotel last minute, as well as now being AWOL, since my Leave paperwork only lasted until my return date. Had to explain to the chief why I won't be at formation. I'm saving myself the trouble and never flying united again, even if I have to spend more money. United isn't even reimbursing me for the hotel. They basically told me to go f**k myself and file a complaint. They can eat a d**k."

Outside of being foreign most of the United employees seem like complete morons. Also there was that same bag in front of me. So my legroom was restricted."

Cons: "I could not select my seat online, so I was assigned the worst seat. I was all the way in the back and in the middle. I could not lean back at all. The headrest was too high. I felt extremely uncomfortable the entire time. My entire neck and back hurt by the time we made it to our destination. This aircraft should NOT be used for flights that last more than 5-6h. In addition, since I was all the way in the back, I didn't have food options - I was given whatever nobody else (that got food before me) wanted. If I had known this, I would have brought food with me. And again, all this could have been avoided if only I could have selected my seat online."
Cons: "Our flights were all cancelled or delayed and they gave us nothing to apologize. We lost 2 whole days of vacation and the cost of our rooms. All of the customer service people were rude. One lady in particular was so rude I had to walk away from the desk. The movie on the plane skipped and was unwatchable. I hate this airline and would pay more to fly another one."

On top of that, due to cancellation had to stay in hotel without my luggage and my pills that I have to take daily. Worst experience ever!! I need compensation for all this mess!!!!"

Cons: "The flight was over one hour late in leaving and while I appreciate that is beyond the control of the flight crew, one steward was quite rude as we were quickly trying to board as she prioritized serving the first class cabin rather than get us all on the plane. At the very least she could have used commonly acceptable language such as "please, thank you and excuse me" but rather chose to use "wait". As some of us where desperate to make a tight connection in SF, focusing on getting people on board and the plane off the ground should have been the crew focus."
