Taiwan has begun to reopen its borders to foreign nationals, provided they are traveling for reasons other than study, tourism or to visit friends. All visa waivers have been suspended, so travelers must apply for a special entry permit with a Taiwan representative office overseas before traveling.
Travelers who already hold a valid Alien Resident Certificate (ARC) or Alien Permanent Resident Certificate (APRC) do not require a visa to enter Taiwan.
Starting from December 1, until February 28, all travelers, including transit passengers, regardless of nationality and travel purpose must present a medical certificate with a negative COVID-19 RT-PCR test result issued within 72 hours prior to departure to Taiwan.
Foreign nationals must have a medical certificate in English with a negative COVID-19 RT-PCR test result issued within 72 hours prior to departure to Taiwan.
Travelers must complete and submit a "Quarantine System for Entry Form" before departure.
The following visitors may be exempted from negative COVID-19 test: personnel on diplomatic or official business, migrant workers, students, those coming to Taiwan for emergency situations, and crewmembers on vessels arriving in Taiwan.
Passengers arriving from the Philippines are subject to medical screening on arrival.
Travelers are subject to a 14-day home quarantine.
From December 23, travelers arriving in Taiwan from the UK must now quarantine in group quarantine facilities for 14 days after entry, and be tested for COVID-19 before completing the quarantine period. Flights to and from the UK are to be reduced by half, effective immediately.
From November 9, all travelers arriving into Taiwan must declare if they have had COVID-19 symptoms in the last 14 days. If they report symptoms, they are subject to PCR test at the airport or a hospital immediately upon arrival. If they test negative, they must have a second test after 24 hours. They are subject to quarantine at a designated quarantine facility while awaiting for both results. If they receive two negative results, they will be able to leave the quarantine facility and carry out the 14-day self-isolation at home or in a designated quarantine hotel. A positive test will mean hospitalization.
During the quarantine period, the individual is to stay home (or at the designated location) and may not use public transportation or leave Taiwan. Travelers may be asked to install a local SIM card if they do not already have one. Mobile phone location monitoring will be used as part of the quarantine management process by local authorities. Short-term business travelers may apply for a shortened period of home quarantine.
Foreign passengers, including people from Hong Kong and Macau, are now allowed to transit through Taoyuan International Airport. Holders of People’s Republic of China (PRC) passports will not be permitted to transit in Taiwan. Those transiting will need to board connecting flights of the same airline company they fly in on. Transits must last less than 8 hours. Transit passengers who need to wait for more than one hour will remain separate from other passengers and stay in a separate area. I have food allergy and tried to request for special meals but the option was not there under my eticket number as described in their website. They say the option may not be available because I purchased my ticket from 3rd party, not from JAL or it was code share flight. Very inconvenient. I had to skip 2 meals out of 3in leaving for Japan. Good yogurt, decent fruit, delicately prepared salads, delicious cookies and hagen daz are pretty simple and make the meals fun. (especially since chop sticks are always included), but the ovens turn the main courses into a stinky and kinda nasty thing. I wish they would simplify."

Cons: "Two key issues: 1. Split up seating 2. Required to pick up and check baggage with limited time due to customs check. 1. They split up all four of our seats (despite booking more than 30 days in advance). Our seven (7) year old daughter was by her self. So was our fifteen (15) year old son. When we addressed it to baggage check (part of major issue number 2), they put two seats together, across an aisle, with both children in them. We obviously just sat one of the adults with the seven year old. This was not just us. SEVERAL families had children seated alone and spread all over the plane. ANA needs to require grouped seating for children under thirteen (13) years old with an adult. 2. Tokyo Haneda is the only airport I can think of where I have to pick up and check baggage again just to clear customs. The flights were 1 hour and 45 minutes apart. With nearly an hour dedicated to getting baggage claimed and getting through customs, we barely had time to fix two of our split seats (see issue 1) and rush via a free bus route that took 6 minutes (luckily we were first stop) to get us to domestic terminal 2. We were then lucky again because we made it through security quickly and our gate happened to be right next to the security check we chose. Another side piece: Haneda Domestic Terminal 2 has four security check areas (A-D). We saw no identifying marks indicating which were closest to which gate. Our bags have already been through a bag check process. Feel free to run them through security scans. Don’t make us wait to collect them just to walk them through the customs desk and check them again."

The service by ground staff on both sides was excellent, The staff on board was helpful, efficient and very polite. In flight Entertainment was good too, unlike on the way to San Diego when the choice was so limited it was not worth my time to use it."

When I asked the crew for my meals they said "it's unsafe to give it to me anymore." But that's what refrigerators are for - to store food safely for passengers. I just don't buy their reasoning. It's just an excuse not to serve passengers. Needless to say my husband and I went hungry until they served breakfast. 3. From LA to Toronto & Montreal back to LA, was a 4-6 hr flight where they don't feed you or give you blankets. When I asked why blankets are not available, the crew said, "because that's all what we'll be doing is handing out blanket." The crew should realize that providing comfort for their passengers is a huge part of their service they should provide. This was my first time flying with air canada and I was very disappointed. Air Canada will definitely not be on my top airlines to fly next time."
Cons: "My boyfriend and I were flying from Toronto to Salt Lake City, we didn't pay for assigned seating (because who really wants to dish out extra money for something as silly as that?) and thought that it just meant that we still had seats on the plane and they just might not be next to each other which was fine. We did online check in and having our tickets sent to our phones (his worked fine and mine never came through, yes, we triple checked to make sure my phone number and everything was correct). Both of our tickets ended up saying the seat was GTE so when we got to the terminal (two hours early) the moment an employee was behind the counter we went up to talk to them and they said that we would get a seat on the flight and that it wouldn't be a problem at all for us to sit together. Right before they start boarding an announcement is made that the flight was overbooked (by 8 people!) and they were asking if anyone would be willing to give up their seat and receive compensation (no one would). So, all 8 of us had to go up to the same snarky man who had told us that we WOULD be getting seats and have him explain to us that the next flight isn't until tomorrow and we had to go to the Air Canada customer service desk to get the flight plan figured out. We had to wait 2 hours in line just to talk to someone who tried to make Air Canada out to be the victims (how dare we not want to pay $40 for a seat and because of our frugality poor Air Canada now has to compensate us for the inconvenience AND get us new plane tickets, we should feel so bad for them because they are now losing money). We had to wait for about 40 minutes with this lady because she was either new or not competent enough to figure out how to get us new tickets with Delta (guess why Delta? because Air Canada had already overbooked the flight out for the next day too! Looks like they'll be losing some more money). Oh yeah, she also scolded my boyfriend for having his plane ticket on his phone, because it inconvienenced her. That lady finally left and we finally got help from someone who actually knows what decent customer service is (shout out to Michelle Khan at Air Canada). She was really nice and understanding and was actually able to go through the process of getting us tickets and in a timely manner. She explained that while it is a complete joke, by law flights are allowed to overbook their flights by up to 10% of seats available on the flight. We could understand overbooking by a couple, but really, 8? Never fly with Air Canada."

When the staff finally did come to the desk at the gate, they still maintained (and rather rudely to some of the other passengers) that the plane would be there by 7-- turns out the plane got there about 7:30, rebooking flights that were going to be missed was like pulling teeth for some of the passengers, and we took off about 8 (1 hr 40 mins late)."

Cons: "Baggage claim at final destination was a complete mess. I went straight to the baggage claim area after our flight and never saw any baggage come out at the designated carousel. Checked with the baggage office and they apparently don't work with Air Canada and sent me to their check in desk where no one was available. Customer service was only able to fill out a form listing me as missing my baggage and tell me to head home. Had to return to pick up my luggage the next day, but the Air Canada manager couldn't even tell me if the baggage would have gone to the baggage claim carousel or to the check in desk, because it seems they have no established protocol. With it being such a small flight (only around 10-15 of us total on the plane), it seems like a brief announcement of where our luggage would be could have saved people headaches. Being small seems to be an issue where the airline itself doesn't have any real established protocols or a substantial presence in the Columbus airport at least. So overall, not impressed with the management when checking in or out in the actual airport."

We were under the impression that meant a personal item (second personal item) was allowed as that is not a full sized carry-on. Confusing language! Airport personnel were entirely unforgiving. Basic Economy is a tactic to attract customer at low price but with substantially subpar options."
