IAD tsa pre lines are short so don’t get there 4 hrs early! At Munich you do not need to go through passport control if your onward flight doesn’t land on the EU (eg if you’re headed to Asia or Middle East).

Except for food, I definitely recommend flying Lufthansa. Jut to be better prepared, I would pack food if you take the flight from IAD to Frankfurt.

Sadly since I never could reschedule that flight I don’t know but maybe when possible allow more than a 2 hour layover if there is a possibility of bad weather.

Pay extra for a little better seating. Definitely worth it
