The Philippines' borders are open only to returning Filipino nationals and their spouses and children, nationals of India with a Temporary Resident Visa, nationals of China with a Permanent Resident Visa who is spouse of a national of the Philippine, foreign nationals with certain category of visa.

Starting December 7, the following may be allowed entry privileges to the Philippines under the Republic Act No. 6768: Filipino citizens’ foreign spouses and children, regardless of age, who are traveling with the Filipino citizen and former Filipino citizens, including their spouses and children, regardless of age, who are traveling with the Filipino citizen.
Entry requirements
Foreign nationals wishing to enter the Philippines must hold a visa under the following categories, otherwise they risk being turned away at the port of entry:
-a non-immigrant visa issued under Section 13 of the Immigration act (Section 13 series visa: / a,b,c,d,e,g)
-those who acquired resident status under Republic Act 7919 or Alien Social Integration Act (RA 7919 visa);
-those who availed of Executive Order 324 or Alien Legalization Program (EO 324 visa)
-native-born foreign nationals (Native-born visa).
Starting December 7, Filipino citizens’ foreign spouses and children, regardless of age, who are traveling with the Filipino citizen and former Filipino citizens, including their spouses and children, regardless of age, who are traveling with the Filipino citizen are allowed visa-free entry under Executive Order No. 408, s. 1960. They must have a pre-booked quarantine facility and COVID-19 testing at a laboratory operating at the airport.

All arriving travelers and airline crew must present a completed Case Investigation Form upon arrival. They will be tested for coronavirus (COVID-19) and placed in quarantine at their own expense, while awaiting the results of the test.

Cons: "A big negative was the transit lounge in Manila. Between 2 Philippine Airline flights we had an 8 hour layover in the Manila transit lounge. Not impressed at all. There were about 4/5 staff but they sat outside the lounge & did nothing to control the passengers & keep them quiet /organised. The lounge was very crowded, very noisy & there was only water to drink & nothing to eat. For 8 hours! The very least should be to supply more seating & a facility where passengers can order coffee/tea & snacks. Also there was only 1 ladies toilet, so always occupied. The lounge Definately needs an urgent upgrade in facilities then I would consider flying Phillipine Aiines again."

The flight was delayed over an hour and there was no apology. I always fly Philippine Airlines because IV always been really pleased with the service. This past flight makes me question that decision going forward."

Next, the flight attendants did a poor job of ensuring that everyone did not get up when we landed and the seatbelt sign was on, and this led to herds of people running through the aisles and rushing to get off past those that were patiently waiting. The leg room is very limited, unless it is an empty flight. The red wine was perhaps the worst I have ever had. AND the wifi that was available for purchase was 40 USD for only 150 mb of data which is absolutely ridiculous."

Flight was supposed to leave JFK by 11:55pm, we left at 1pm the following day. It wasn't solely due to the weather (we expected a slight delay), but in the morning, plenty of other flights were running regularly, while there were no updates. No one that cared, all the staff just told us it wasn't their fault. (Which is true to an extent), but all so mentioned that they were tired too, and they're exhausted too, which made many people angrier. They deflected a lot of statements."

The flight attendants didn't seem to know why we weren't leaving. Two short announcements were made in 2 hours that didn't explain properly why we sat there so long. The food was wretched. The flight attendants were pleasant but the captain and the purser's announcements were hard to understand with poor English."
