Cons: I had a reservation. They simply stated they had no cars when I got there. No apology, no suggestions, nothing, just "no cars".

Got last car!
Pros: Payless said they never received my booking despite fact that I had a receipt and confirmation number. They were able to find me their last car on Thanksgiving morning so it all worked out. They didn't honor my original booking price so it cost me $25 more. Person at counter was very nice and helpful. Don't know where mistake was made!

Over sold twice
Pros: Lowest price
Cons: Cars not available since they over sold. This happened twice. If you really need a car don't think it will be there since you reserved it. Reserve only if you want to take chance.

A very surreal exeriance
Cons: I arrived in the middle of the day to the Payless counter, where there was no one present. All other companies had one or two employees present and helping customers.
The person that works there returned from a smoke break, and proceeded to tell me that I am two hours late (??). Note that this is a location at an airport, so you would expect people to be delayed. He then told me that they were out of compact cars, but he can "give me a really good deal" for a larger car. I asked them to honor the price and reservation that I made, which is what every company always does. He told me that he can't do that since I was two hours late. I asked for his name, and he told me that "they do not give out names". I noted that employees of real rent-a-car companies wear name tags. Suffice to say, I waked away and rented elsewhere.
In short the whole experience was right out of a Seinfeld episode (take vs. hold a reservation).

Pros: Overall, very pleased with the rental. Best price, nice, clean, reliable car.
Cons: Someone from Budget had to come over and check us out upon arrival since no-one was at Payless counter (there was a sign at counter instructing us to go to Budget counter for assistance). Had to go to counter for check-in receipt (returning) since parking garage check-in apparatus was not working.

Pros: Good price. Friendly and helpful person checking out. But he worked for another rental company.
Cons: I never met with a Payless Car Rental employee. When I returned my car there was nobody there. They had a sign that they would mail me my receipt. I am traveling for work and will need this for reimbursement. I went to the Payless Car Rental counter at the Phoenix location and I was lucky to have them print out my receipt.
Another thing that didn't always bother me but it still was a thing. The car smelled like sweat. Only if I kept the AC on and very cold I wouldn't smell it. But after work when the car was sitting in the sun the smell was strong with that car. Other than that the car was great.

Cons: Payless uses other rental company employees to handle all the activities at Knoxville so there are no Payless folks to help with rental or the return

Pros: I booked incorrectly, it was my fault, and when I got there I needed the car and my time constraints were very important. They informed me that the car would probably not be ready for another hour since that's the way I booked it. They, van, said well let's see what else we can do and referred me to another agency that could get me the car right away. I was able to keep the same rate
Cons: I did not like how I booked wrong online. But that was probably my fault :-)

Cancelled Car Reservation on Arrival
Cons: I was informed since my flight got in at 11am instead of 3p that I would be charged approx. $200 for the rental; which is RIDICULOUS!! I cancelled and rented from Thrifty instead for the same original price I was paying Payless.
Pros: felt ignored at counter when I picked up car. I can understand being short staffed but acknowledge me and tell me you are sorry I have to wait. not making eye contact does not help my patience. Expeience was better at drop off.
