Yes. Based on our information, DOLLAR in West Baltimore is the cheapest car rental location in Baltimore. It is located at 1777 Reisterstown Road.
We wait for 30" & take the shuttle to the car rental location / we wait in line for 45" for them to tell us we booked at a different location - I look at my email confirmation @ pay $39 to Uber to the location listed on my co formation email - it's a Hilton hotel & they said Hertz closed that location after the pandemic. I then try to call 9 get an actual person to try to find where our car is & after calling 4 locations & ask to speak to the local agency & no one answers any phones. I also tried to get someone at Kayak & no online chat available & God forbid anyone has a customer service phone number listed anywhere on their app. This was a pre-paid non-refundable rental. I gave up & got an Uber to our friends house which again cost $85 & we have now wasted 3hours & our friends made lunch for us & it takes another hour & 1/2 to get to their house because of traffic!! I waited on the phone over 30" to talk to someone to get credit for this debacle & received - but $3 credit - but no Uber reimbursement. I will never rent via kayak again
We were in an accident and had full coverage, but was not able to get another vehicle nor was I able to get a ride back out of the state I had driven to. I had to get another family member to come get me.

Supplier choice
Terrible. I recommend avoiding Budget in Baltimore. They first promised a car at noon from a downtown Baltimore location. When I arrived to pick it up, they told me my car wasn’t ready but maybe would be in an hour. An hour later, still no car, and the downtown location was closing at 2. They suggested I contact Budget and change the pickup to the airport, which I did. The person I talked to changed my reservation and promised a confirming email. I never got the email and when I arrived at the airport location, the line there was about 10 long and wasn’t moving. Eventually , I got a car at about 330 pm.

I reserved a van over two months ahead of time. They called me at 8 PM the night before I was going to pick it up and told me there is no van. I had to go with a different company the next morning and pay twice as much. Making a reservation apperently does not reserve anything - be aware of this.
