The van itself was fine and pretty clean. Drop off was easy. The scheduled pick up at 9am on a Sunday took more than an hour and a half to have the vehicle, which then threw off my departure time. There was not a long line or wait. Just not enough staff and no progress made as to getting my rental.Reviewed Dec 22 2021

The receipt gave ORF as the site to pick up the car; but the address stated was on Military Circle. So where do I go. I went to the address. The place looked like it had been closed for awhile. So i get to the airport and have to ask each company if the deal with Payless. Budget does. They don’t have a convertible….haven’t had one all summer. BUT THE WEBSITE OFFERED ME A SILVER VW BEETLE CONVERTIBLE!!!!!!! Whatever happened to customer service AND INTEGRITY? “In fact we haven’t had any cars all summer!!!! No Payless counter at Norfolk airport. Finally found out after much consternation that the Avis counter took care of Payless rentals. There was no signage to that effect. Not a good start. One final surprise was a $200 contingency fee hold back added to the pending charge. How about letting the customer know before hand how much the hold back fee will be so that there’s no shock when checking your credit card account. The Payless office is 10 min away from the airport. When we got to it, there was a printed paper in the window saying they were closed, and to go back to the airport and check in at Avis. They could have easily sent an email or text or posted a sign at the airport. Avis said that office (listed on the confirmation email) had been closed for a year and a half.Reviewed Jul 9 2021

Pros:Clean new car. Easy return.Cons:Poor signage that Payless is really budget/Avis. This should have been communicated ahead of arrival. Also only one computer could process pays at the Avis/budget counter so there was a long line of all of the Payless customers while the other open associates stood around.Reviewed Jul 6 2021

Pros:There was no Payless booth in airport had to figure out that Avis /Budget was sponsoring them. First car I was given had cigar/cigarettes burns in it… the receptionist acted like I was wrong for wanting a different car because the car was damaged an Smokey an I can’t stand cigarettes/cigars periodCons:They need to inform people they are sponsored by other rental car company in airport and monitor the car of car.Reviewed Jun 19 2021
