Pros:The Payless staff were relaxed and friendly. Very professional. The The consolidated car rental facility at San Diego Airport is very well thought out and convenient.
Cons:My car was several years old with a lot of miles (about 60,000) and had a few dents and scratches. This was not a problem except when I returned the car. The car return agent/inspector identified a tiny scratch on the lower fender that was not already noted on the original form I got at pick up. I am confident the scratch was on the car when I picked it up (I know this because I parked in a secure parking space during the entire rental period and it was never left unattended near any other vehicle). Because I had purchased the optional CDW insurance coverage, the disputed scratch was not an issue for me. However, the agent/inspector commented that another driver without CDW would likely have been charged for the scratch even though it was a disputed pre-existing condition. My lesson from this experience is either to get CDW or, if not, to conduct an extremely careful inspection of the entire car and INSIST on making note of even the most insignificant scratches or damage before accepting the vehicle.
Pros:Low price was really the only thing I liked about this company/service.
Cons:Customer service representative was rather unkind. She kept mumbling under her mask and I couldn't hear her. She would no even look at me to signal that she was talking to me so I had no idea she was talking to me. I explained to her that I couldn't hear her and she rolled her eyes. Made no attempt after that to speak up or look at me when she was talking to me. Car STUNK like cigarette smoke so bad. Really unprofessional showing up to a meeting smelling like second hand smoke. Will never use this company again.
Cons:The clerk lied to my face saying that I could not rent the car without purchasing their daily insurance. I verified that my card would or fuse PRIMARY insurance. He gave me some garbage about them being “a private company,” who just doesn’t do that. I checked their terms of service on the site. There is a section that explains the waiver of insurance and liability that comes along with that waiver. Thai was all after waiting an hour in line because this company couldn’t staff more than 1 clerk at 9:30AM.
Cons:The claim I hadn’t filled the car up and then the rep walking away from me. When in fact I had filled the car up less than a mile from the drop off. Also being charged a whole extra day for bringing it back 2 hours late.

Cons:There were no cars available and there was nobody at the desk to say so
