Don’t book through booking services, you need to book direct, best to speak to the specific office directly. This is pretty much true of all the car rental places.

KAYAK’s top tips for renting a car in Playa del Carmen
Playa del Carmen, Mexico is a beautiful vacation destination for many people, but it is also a remote place which is easiest explored and discovered on your own four wheels. Rent a car for your time in Playa del Carmen to benefit from the flexibility and freedom it can give you. Also bear in mind that the nearby Theme Park and Amusement Park are best reached by car in less than a quarter of an hour and cannot be reached by public transport easily.
Even though International Airport Cozumel is closer to Playa del Carmen in miles, the best choice is to fly into Cancun International Airport and rent a car from their on-site car rental center, which features the most car agencies in the vicinity including Alamo, Thrifty, and Avis. The drive to Playa del Carmen will take about 45 minutes and goes along the coastal 307 road.
Driving in Mexico can be daunting for some travelers at first, with safety concerns and the Mexican police who are known to be especially strict with tourists from abroad. However, as long as you adhere to the speed limits, check the car is properly insured, and have all the right documents in place, driving in Playa del Carmen should be no problem; travelers will get to explore the beautiful Tulum Ruins and more within their own time frame and with peace of mind.
During the morning hours, traffic mostly keeps flowing in Playa del Carmen, but there is some increased traffic during lunch time, around 11am-1pm, when the Cancún/Mexico 307 can get especially clogged up. In the afternoon between 3 to 6pm, traffic also increases regularly during the weekdays so, if possible, try to avoid going out during these times, or circumvent the traffic via the many little side alleys.
Getting around Playa del Carmen and its local attractions is manageable with a rental car instead of negotiating with taxi drivers, hassling with colectivos, or worse, missing the last bus home. As an international driver, you will encounter language barriers. For example, road signs in Playa del Carmen are written in Spanish instead of English, and road distances are in kilometers instead of miles. When driving in Mexico, it is not uncommon to encounter unmarked speed bumps, including left-hand highway exits. It’s, therefore, not ideal to drive your cheap car rental in Playa del Carmen at night as it may be challenging to find your way around.
Having your very own cheap car rentals in Playa del Carmen means you can keep it local or widen your travel scope to the outskirts of the city. About 40 miles (65km) from Playa del Carmen is Cancun, also known as the “Mexican Las Vegas,” synonymous with resorts, catamarans, and 15 miles of beaches, restaurants, and bars. Thirty-seven miles (60km) away is Tulum, a tropical paradise that’s home to an impressive 13th-century cliff-top Mayan city, and a 5280km of UNESCO-protected Sian Ka’an that is home to coral reefs, diverse flora and fauna, and around 23 Mayan archaeological sites.

Pick up took almost an hour. They didn't have the van we reserved. Then they held part of our deposit because the drivers seat was barely damp when we returned and claimed they could not rent it out even though it was 5pm and no one was picking up since they closed at 6. Never renting from this company again!
I saw a price online and when I went to the shop they asked me for an insurance and I had to pay double the price of the car. I’ve never had this situation in over countries

Pros:
They didn’t actually have any cars to rent out even though they had multiple listings online.
When I arrived, they told me that they did not have the car. i then went to the rental agency next door and they coincidentally has the same car at but at double the price. The cars all came from the same lot and had no Budget or other agency stickers to distinguish one from another. When I returned the car, there was a person waiting for the car who has just experienced the same scam.: rented online from Budget at one price, was told there was no such car on arrival, went next door and paid double for fhe same car. Total scam.

Pros:
The staff were friendly.
Cons:
The car wasn't there. There was no rental, the reservation wasn't honored. And even if they had had a car they would have demanded an extra $22/day in mandatory insurance that was never indicated in the rental agreement and would have priced them out no matter what.
Price showing on the time of booking is fair. When you get to the place to pick up the rental, is very expensive. Good service over all but expensive.

Renting with Hertz, Dollar, Firefly & Thrifty in Playa Del Carmen , is a huge scam and waist of time . The people in front of me, he tried to force them to pay 500$US extra for 4 days rental ! When it came to my turn, he said my premium car wasn’t available, there were economy cars available, but he wouldn’t give me that, because it was already reserved ! Basically if you pay a promo price online, they will no honor it, even if it’s on the Hertz website . Just a bunch of crooked people .

You charged me although I had cancelled the reservation two minutes after booking it. This is a scam. You advertise really low prices, then I want to take the insurance, then you refuse to sell it to me. Then I cancel. Then I receive a charge on my credit card. This is a pure scam.

They will find a way to make you take their insurance! You'll need a letter from your insurer describing in detail what they are covering.

Cons:
The address is not correct, the car does not exist and the price is 60 usd (instead of 41 usd) for a cheaper category of car, plus i have to pay the insurance cause they don’t accept the insurance of the credit card. It’s a fraud.

Pros:
Super rude staff (young guy)
Cons:
Staff was so rude that we decided not to rent there and go somewhere else.
You should communicate more with each other. In the rental: 1) they didn't have the car at all 2) the price was much higher (from 75 to 185 dollars) I was told that you know it but do not regard it. Make it better please. We solved it directly with Hertz in the end. Have a nice day! Petr

Pros:
Economy is an intermediary for other companies in Playa del Carmen, they took the reservation knowing they didn't have cars. I got a mysterious message through whatsapp saying that there were no more cars. When I went to another location for the agency who messaged me, America auto rentals, they did in fact have cars but didn't want to give it at the rate I reserved for, because there were clients willing to pay more.
Major runaround, they would not accept that my credit card carried car insurance (as if World Mastercard is obscure) then the demand for an exorbitant deposit, basically the value of the car. I had no choice but to walk away. There were three customers in the shop while I was there, all three customers had an infuriating experience and walked away. If I had to guess, they simply didn’t have enough cars and were looking to see how much they could scam their customers for the cars they did have.
