When you drive from Norfolk International Airport to downtown Virginia Beach, you can expect the journey to take between 20 and 25min in normal weather and traffic conditions. The easiest way to drive between these two locations is to usually grab the I-64 E from Airport Rd. From there, you can then take the I-264 E, towards the direction of Norfolk Virginia Beach Expressway and the Virginia Beach Expressway to 21st St in Virginia Beach. Continue 21st St. Drive to Arctic Ave, which will bring you to the heart of the city.
You can find the desks for several different companies in the Arrivals terminal near baggage claim at Norfolk International Airport, including Budget, Dollar, and Enterprise. Once you have completed any necessary paperwork and paid for your car rental at your selected agency’s main desk, they will typically have an employee lead you to where they store their fleet, which is normally directly on airport property. In general, you will only have to walk a few minutes to get to the parking area.

Cons:No car was available. I was informed 10 minutes upon arrival at rental center. Very poor
Pros:Nothing at all. Unacceptable and unprofessional.
Cons:We received a confirmation with location to pick up the car. When we arrived the rep stated that they didnt have the reservation and the site we booked it through was not legitimate. My husband showed her the information amd she stated it was not a reservation. They ended up sending us to another enterprise and made us pay 140.00 more. We had no choice as we were traveling with children for a youth tournament and needed transportation. Unacceptable.
Cons:I had a 9am reservation and did not get the car until 10:30. And the gas tank was on E. And I reserved a compact car and got a van.
Pros:Staff was nice; pick up and drop off were easy. Car was good for what we needed.
Cons:The car wasn’t luxurious- but I didn’t pay for a luxury model, so that’s definitely not Enterprise’s fault.
Pros:At least they called to say they had no cars. Just as I entered their parking lot.
Cons:Have inventory online reflect reality. They were no cars as promised.
Cons:Wasn’t able to rent the car because they didn’t have any available.

Cons:There was no car available when I showed up. The one person working there did not help me find another Budget location with a car, so I had to go to Enterprise and pay double the amount due to the increased rates of same day rental reservations. I won’t use Kayak for car rentals again either.
Pros:Friendly efficient staff
Pros:The car at least worked.
Cons:Staff were frustrated and rude. They could not add insurance even though I wanted it, asked me to call someone else to purchase. It took and hour and 15 minutes to get a car, and it was not cleaned nor was the gas to fill. I will not rent from this venue again.
Pros:This rental was not available when we arrived to pick up and they had my son run all over to get a vehicle.
Cons:Budget could have the car available that was rented. Would not rent a vehicle again thru Kayak.
Pros:Clean car and came with a damage report already so I didn't get stuck paying for someone else's damage on the car

8.0 Very good
Pros:Staff was friendly and helpful
Pros:The drop off was quick.
Cons:I thought I was renting a full size car. My pick up time was Friday at 6pm, but they close at 6pm so not sure why they would allow me to schedule that time. I called them Friday May 5 around 3 or 3:30pm to see if I could come early and was told that they did not have a full size car at that time. I arrived around 530-545pm. They still didn't have a full size car, the gentleman took me outside to a 2016 Nissan Rogue, he told me it was an upgrade. I was disappointed because I was traveling and really wanted a trunk. I currently own a 2015 Nissan Rogue and the one I rented didn't have half the stuff my 2015 has. This was a base model all the way around no upgrades. I was supposed to return the car Sunday May 14, but I was so dissatisfied, I took it back Saturday morning, May 13 at 9am, when they were supposed to open. Well myself and another gentleman waited outside for about 15 minutes when the lady finally arrived. She walked right by us and did not say a word. She never spoke or greeted us never apologized for her tardiness. Once we were inside she asked what we were here for we replied drop off. She took the keys went and looked at the cars came back and gave us a receipt. This was my first rental with HERTZ, I normally use Enterprise but decided to give HERTZ a try. NEVER AGAIN, ENTERPRISE HERE I COME!!!
8.0 Very good
Cons:cleanliness of interior of vehicle
Cons:Third time in a row and across multiple agencies as well as heard the same from coworkers. Car was filthy, full of human and pet hair, dog slime, sticky seats and console, trash in the compartments and my son found a large knife in the overhead as we were driving it home!! then 10 hours of everyone miserable due to allergic response to all the pet dander in the cab. All after booking the car for a noon pickup only to find out that the agency closed at noon, then had to rebook to pickup at the airport making us late, then they could not take a debit card and said that my refund for the first booking will take up to three weeks! Horrible experience, I have to rent again for this weekend, not sure what I am going to do.

Cons:The car smelled of smoke strongly and of fragrances to cover the smoke odor which made the overall experience even worse. Otherwise, the rental experience was good, and the car functioned well.
Cons:This location was top notch! They were very helpful, and upgraded our car size because that was the only car they had available at that location. The young man that checked the car out to me was superb very kind. We extended our rental 3 days and they gave us the same price. I will definitely rent from them again! Way to go Virginia Beach (Virginia Beach Blvd) location! Thank you!
Pros:The staff at Avis was superb !! Much better than Hertz.
Cons:Nothing, it was awesome.
Pros:Great price on last minute reservation for a week. Loved the Prius Hydrid provided and the ease of return.
Cons:Needing to use a rental car in the first place, but couldnt have had a better afoordable experience.
