Cons: The car was horrible & smelled like an ashtray

Cons: Waiting for shuttle to take us to Payless took a while. Although the process to get the paperwork done didn't take very long, it was extremely confusing. My quote for the total (incl. taxes/fees) was $42.20 for 2 days. I declined extra fees such as insurance, etc. yet had to initial all over the page stating that total could be as much as $160???? She spoke very quickly, stating that wasn't the cost but just covering possibility of filling up gas etc. When I dropped car back off, the total was $96. The agent assured me they would correct it and yet $96 was on my credit card. Waiting for refund!

Cons: A ton of hidden charges

Cons: They will charge you for "Optional Services" even when you decline. Getting your money refunded is like pulling teeth. Their name is not their goal for you. Go somewhere else.

Cons: Website didn't state any information about a 2nd form of current address identification to prove Florida residence. Desk help was very rude and in a rush. Gave them a address verification just to give them a 2nd address to verify and was told had to have the date 30 days current and not longer. Kept insisting to call someone to get info when we told her we lived 45 mins away and Noone was home. Will probably never try n book a rental thru kayak

Cons: There were several charges on the final bill that did not show up when getting the car online. The total online cost was $56.00 which was to include all taxes and fees. By the time I walked out the door the price was up to $156.00. This later reduced to $120 because I brought the car back full of gas. If all of your charges are not shown up front I will never use your service again and will recommend to my friends to use some other company

Cons: I had to go to Ez car rental because the Payless didn't have the mini van.

Cons: These guys will hard sell you on every add on fee they have available. My original quote had the car for $9 a day plus insurance of $16 a day. By the time I left the store, my bill was $50 a day. These people are criminals.

Cons: They sell you way over the top insurance. I paid more to insure for 5 days than I do on my personal car for 6 months.

Cons: I refused all insurance and additional coverage, gas, roadside assistance etc and was charged an additional $50 that I did not authorize. When trying to resolve the issue, the actual Payless rental store would not answer the phone. I went to the store to resolve the issue and a manager wasn't on site so nothing could be done. The national office wouldn't resolve the issue either. I highly doNOT recommend using Payless Car Rental.

Cons: We were quoted $275 and we were charged $350 when we return the car! They told us there were additional charges in these additional charges were not explain to us will be picked up the car or when I booked the car on kayak! Very upset over this! It was an extra charge we had not planned on for our vacation.

Cons: Reservation was made months in advance yet they had no economy available for me. Told me they had midsize only, so I asked if I could have it for economy price, they said no.

Cons: A disaster. I walk away. Never rent. Too much a hassel

Cons: Pickup was very, very slow. Too many customers, too few agents. Agents had to enter lots of information for a confirmed reservation.

Cons: the price quoted online was not what we were charged. Was told at the counter after waiting over an hour prices are different than online. Was also told had to have 2 pieces of id to verify residence. Will never rent a vehicle from them again

Cons: I did not talk to one person at the window. No one was available for a receipt, so I simply left my keys on the desk without speaking to anyone.

Cons: 1. 1 st myself and approx. 12-14 other customers had to wait over and 1 hours in line before we were served. Their were no announcements made during this time as to why or anything else. Several customer left and went elsewhere for a car rental. 2. I was charged a different price than quoted online. I tried to explained but wasn't getting anywhere. 3 I have rented from Payless many times and normally their service is good.

Cons: We were unable to rent this car. Upon arrival they said we needed to have a local bill as proof of residency, nothing else was acceptable. I don't know about you, but we don't generally travel with copies of bills on our person. There was nothing in this Kayak reservation that indicated we needed to bring one. We have traveled numerous times by renting the car the day before and returning it in time for our flight the next day. We ended up having to take the airport shuttle made for an even longer airport wait as bad weather made the driver show up early then our plane was hit by lightning before we arrived delaying the flight by several hours until they could get a replacement.

Cons: Showed up for my rental and because i had Florida drivers license they required a recent piece of mail confirming my address. I had multiple docs on my confirming address. Stupid. Never again

Cons: When I picked up the car in Tampa I was told that a charge would be put on my credit card for gas but if I brought the car back full, the charge would be removed. I was also not told about a roadside assistance charge that was added. My estimated bill was about $90 more than what my online reservation said. I didn't realize this until later so I asked about it when I dropped off the car at FLL. They told me there that the gas charge was no longer company policy but the roadside assistance was always added because they were not a 24 hour company. They adjusted my bill and the only extra I owed was the roadside charge which was less than $20. Just make sure you ask or you may be charged for extra things that you shouldn't be charged for. So, although I felt like they were trying to screw me over a little initially, I was satisfied with the way everything ended up. I would use this company again but would make sure to look over all of the charges carefully Nad question everything!

Cons: Agent gave me too hard of a sale for car upgrade, optional insurance upgrades. Told me that optional empty tank return was mandatory, as was the optional roadside assistance. Read companies web site before you pick up your car. Know what is optional. Next time I'll use another company, not worth the effort.

Cons: Every single thing about this rental experience was AWFUL! Service was TERRIBLE. This is a sketchy rental place. Do NOT be fooled by the "affordable" prices quoted to you online.

Cons: We had to wait for over 1 hour to get the car. The car we reserved was not ready . They would give me a lesser car for the same money. we had to pay more for a better car. The manager was no where to be found. The car was fine, but the service as bad.

Cons: From check in, to return, nothing but difficulties. I feel very sorry for the well meaning employees that work for such a horrible company. One exception was the employee that checked me in. He was almost abusive in his language. He couldn't and wouldn't explain the additional misc fees added to my rental agreement, from the original reservation. He wouldn't even look at my original reservation agreement. He was dismissive and said it would be taken off at return. He was insistent. Normally I would have walked away at that point, but I was so upset with him, and a manager wasn't available, or so I was told, that I wanted to make him and the "bate-and-switch" an issue at return. At turn in, armed again with my original rental reservation agreement, I finally talked with a manager. It took 45 mins to clear the mistake. At first the manager refused. While talking to two other customers that had the same problem, (we formed a small protest group at the return counter) in front of the manager and staff, I threatened to call my credit card company and report fraudulent charges. I also threatened to write a letter to the Florida Attny General's office. At that point she agreed to remove the misc fees. She also claimed that I picked up early. I showed her my original reservation clearly showed 4pm pickup and 4pm return. By their own paperwork it showed my pick up just after 5pm. I was returning the car at 10:30 am. Numerous other problems with the van and return entrance and return lines. I don't want to write a novel. What a very very bad experience.

Cons: The roadside assistance and fuel package upsell was misleading and way, way too aggressive. The agent made those options sound mandatory, had to argue with the agent to get those options removed. Also, the car was filthy inside. The steering wheel was covering in a snot-like substance and the front passenger seat had a large black stain on it.

Cons: When I got to the rental place, I had to wait a while before it was my turn to pick up my car. The agent told me the only car in the price range I reserved was a Dodge Caravan, when I requested a compact car. I ended up paying an extra $20 to get a car that I wouldn't die in. When I was given the choice of paying $30 to cover gas and the company would fill the car as a convenience fee or to fill the car myself, I told the agent I would fill it myself because I knew filling the tank would not cost me $30. When I returned the car and looked at the bill, I noticed they charged me the $30 convenience fee anyway! I requested a refund and explained to them that I returned the car with a full tank of gas, the only way they would refund the $30 is if I could produce a receipt, not a bank statement, that shows that I filled the tank within 5 miles of the drop off site! I, of course, didn't save the receipt because I didn't think I would actually have to show that the tank was filled. This is a dishonest company full of scumbags and will never rent a car from them in the future!

Cons: The car did not have cruise control. Pickup was fine but it took a while to find "the guy" to check it in at the drop-off location.

Cons: Car had no washer fluid but it didn't matter because it rained every night and washed the windows for me.

Cons: 1/4 tank of gas when we picked up the car...noted by the only agent on duty at 11:02p...then attempted to charge us a gas charge at drop-off, but, after he combed through piles of paperwork, he found our original invoice. We were still charged more than the total including taxes we were quoted in advance, and we returned the vehicle with more gas in the tank than when we rented it. We don't use Payless in Tampa again. I don't know why renting a car is so unpleasant with all their hidden charges. Why can't it be like buying a gallon of milk...there's the price...nothing confusing or smoke-screens additional.

Cons: The fact that there was not a cars to rent was strike 1, Then it taking over 45 minutes for shuddle to pick us up was strike 2 & having to pay for another car from Budget was strike # 3. I tried for over a 30 minutes to get a hold of a shudel service and it took 45 -60 with no answer from anyone there to get picked up. Then he only took us a few hundred feet & dropped us off telling us to go to Avis/budget in his broken english. As of now i have paid for a rental car that i never received along with me & my family spending over an hour & half trying to get a simple car.

Cons: The cars are not inspected and do not appear to be well maintained.

Cons: The filthy shuttle, the condescending rep, the pressure tactics about insurance, the attitude. We cancelled on the spot and walked across the street to Enterprise.

Cons: What I was expected to pay was not what I was quoted. Before I signed anything my card was ran for twice the amount I was quoted. Was not informed of this until I pulled my bank statement. The two other couples next to me were complaining about the exact same thing. Did not rent a car from them and ended up getting a better car from a different place.

Cons: Didn't clearly state that the lot was off airport property. Shuttle ride was terrible. The bus was falling apart. Attendant at he rentals counter was rude and miserable. I was supposed to get a compact car and they gave me a truck.

Cons: The service at drop off and pick up is absolutely horrible. The counter person who helped me at pick up was rude and insulting. I called on the second day to ask a question and after calling for two hours no one answered. Apparently if the counter person is busy he / she doesn't answer the phone and no one else at the facility thinks to themselves, hey maybe I should help answer the phone and provide some customer service.

Cons: The bill had a charge of $78 for other Rsp, I think it was the toll responder. No one answers the phone at the location to address issues. Online they keep answering some other question then closing the request. The pickup truck smelled, the location was hectic, had to wait in a long line outside to return the car. Stick to the on airport locations for a small $ more.

Cons: We waited for a shuttle for 15 minutes, rode it 10+ minutes to the rental place and then stood in line for a half an hour. When we finally got to talk to an agent she was rude and unhelpful. We signed the paperwork and she went to get our mini-van. Then came back and said they didn't have any vehicles that would fit our family. Their only solution was to cancel our reservation and drop us off at another rental Place. They didn't even apologize or offer us anything for the inconvience. We saw three mini vans in the parking lot when we left. Disgusted with the quality of the service and the rental company.

Cons: Prior to our arrival to Tampa, FL we placed an order to rent a car for 4 days two months ahead of our trip. When we arrived at Tampa, Payless representatives let us know that their system was down and not working. We waited around for over two hours for something to change in the system, however there was no manager on site and no one was able to take care of us. We ended up leaving without a rental car even though we had a confirmation number AND we had made this reservation so long ago. Unable to leave with the rental we signed up for, we have to pay DOUBLE the price to rent a car on site to get around the city. Overall completely horrible experience, even with a 2 month in advance booking. No managers, no knowledge of how to fix the system or how to have done ANYTHING for us. Will not be coming back to this rental service and will push friends and family away from it.

Cons: We had a car reservation but when we got to the Tampa airport at 11:30pm, we were told that Payless had no more cars. And that it somehow wasn't their fault, even though we had a car reservation. We had to scramble to find another car company at midnight with everyone else who had the same problem with Payless. Never again!

Cons: This place tried to pull a bait and switch. First, it took 45 minutes and two phone calls before a shuttle finally showed up at the airport. Then, the price that I was quoted went up twice in three minutes when I was trying to pick up the car. There was a fee for roadside assistance, which I didn't need because I have AAA. There was a fee for them picking me up at the airport, which they could barely manage to do. They then told me that even that was an estimated price and it could end up being more in the end. They literally wouldn't give me a set price. In the end, I ripped up the contract and demanded they take me back to the airport and rented a car from Enterprise for less money. This company is not reputable. Don't ever rent from them.

Cons: They charged me 3 times the amount that was listed online. I even showed them my online priced and refused to give me that price I even tried to call and complain and no one would talk to me. Don't rent from here

Cons: Rude, difficult person at desk who tried to make us take a smaller suv than website promised. They website stated a Ford Explorer or similar. They had one but would not give it to us. They said it was a larger suv than we reserved. I was standing there with five people with luggage, they wanted us to take a smaller suv that had no space behind the back row for luggage. Finally we were forced to take a minivan that barely fit all if us. The car had very dirty windshield that I had to stop and clean the filth off the inside.

Cons: I was expecting an intermediate size car and received a Mini Cooper. Would be concerned about getting the proper size car if I had more people.

Cons: Windows unbearably dirty inside and out, had to spend time cleaning them to avoid glare problems. Wireless lock/unlock not very reliable (Mitsubishi Lancer).

Cons: Didn't realize until after I got to the dropoff point (TPA) that I actually had to return the car to an offsite location. Would've been good had this been made more clear. But fortunately this was not a big problem since I had arrived early.

Cons: The customer service was terrible. The price on Kayak was $24. The price from Payless was $35. They added in some obscure fees. They also gave me a smaller car than what I reserved but, didn't adjust the price. This is the first and last time I will rent from a low budget company like them.

Cons: We had an early returning flight. The agent wouldn't commit to whether or not their shuttle would be available. Right away I was made to feel uncertain about whether or not I could count on the company for anything.

Cons: The location was closing at 1 AM, my flight landed at 12.30, so I called them up as soon as I came outside to realize that there are no shuttles. No one picked the call even at 12.45, I would have been able to take a Taxi or something. This is the most horrible service any Car Rental Agency could provide at any point. As a word of advise, if your store closes very to client's arrival, make sure that the customer is notified about the store close time. If you have accepted the reservation, please have someone in the tore to pick the call at atleast. This incident almost ruined my vacation. I had pay for another Car Rental Service for booking another car.

Cons: After 6 hours of flying time to get to Florida, we arrive at Payless to pick our reserved vehicle only to find out they ran out of cars. Isn't that why you reserve a vehicle so it will be available? They accommodated us by driving us over to RENTMax that was more than happy to rent us a vehicle for $20 less. Hats off to RENTMax.

Cons: Car was not clean inside or out. More agents should be on duty during busy times. Agents should have more helpful information. Especially about surrounding roadways and toll roads.

Cons: I've been renting cars for 25+ years. I always decline the coverages and I always bring back with a full tank. Counter person said road hazard was mandatory and electing the Payless they fill up the tank was mandatory. I told her that couldn't be the case. She was firm in her stance. It was late and I needed to get on my way. It added about $150 to my rental. I called while into my rental and got the manager and he took off the charges and apologized and said those were not mandatory but options..

Cons: Being badgered into purchasing insurance and other unnecessary services. Admittedly, I was weak and tired and easy prey, but I expect integrity and honesty not fear mongering and half truths. And, please, make the fine print a little larger, so an older person can read it.
