Uruguay entry details and exceptions

Most unvaccinated travelers are not allowed to enter Uruguay. Travelers looking for an exemption from the entry ban must have the proper documentation and a valid reason. These entry restrictions do not apply to Uruguayan citizens, travelers with resident status, travelers who are fully vaccinated, travelers under 18 years old, travelers who recovered from COVID-19 no more than 90 days before their travel. Travelers who can enter Uruguay as long as they have the proper documentation are travelers with business, economic, judicial, humanitarian, diplomatic, work, or family reasons.

COVID-19 testing requirements
Test type

Unvaccinated visitors from the United States must present a negative RT-PCR (NAAT) or Antigen (quick-test) test taken within 72 hours for RT-PCR (NAAT) and 72 hours for Antigen (quick-test) before departing to Uruguay.

Fully vaccinated visitors with approved vaccination certificates do not need to present a negative COVID-19 test.

Details and exceptions
This requirement does not apply to travelers under the age of 6, travelers who recovered from COVID-19, who have proof of a positive COVID-19 test result from an antigen or RT-PCR test that was taken between 10 and 90 days before traveling, and fully vaccinated travelers
Unvaccinated travelers must take a new RT-PCR test at their own cost 7 days after arrival to Uruguay. Travelers who do not take tests on day 7 are required to complete self-quarantine for 14 days. This requirement does not apply to travelers under the age of 6 and fully vaccinated travelers
Quarantine requirements

Visitors from the United States are not required to quarantine after entering Uruguay.

Details and exceptions
Travelers who are not fully vaccinated and unvaccinated travelers who choose not to take a COVID-19 PCR test on day 7 after arrival must quarantine for 14 days.
Uruguayan citizens who are not fully vaccinated must quarantine for 14 days on arrival, and have the option to take a COVID-19 PCR test on day 7 of quarantine and end quarantine earlier with negative test results.
This requirement does not apply to fully vaccinated travelers who received their last dose in the last 9 months before travel and at least 14 days before their entry into Uruguay, travelers who recovered from COVID-19 in no more than 90 days before their travel. They must have proof of a positive antigen or RT-PCR test result from a test taken at least 10 days before arrival, and Uruguayan citizens under the age of 18.
Documents
Unvaccinated travelers who are allowed to enter Uruguay must submit a sworn statement before traveling to Uruguay. This requirement does not apply to fully vaccinated travelers and Uruguayan citizens and residency permit holders.
Unvaccinated travelers are required to apply for a special permit to travel to Uruguay. This requirement does not apply to fully vaccinated travelers, travelers under 18 years of age, and Uruguayan citizens and residency permit holders.
Health Insurance
Travelers must have health insurance coverage in Uruguay. Travelers are recommended to include coverage for COVID-19 related expenses.

COVID-19 testing requirements
Test type

Travelers returning from Uruguay must present a negative RT-PCR (NAAT) or Antigen (quick-test) test taken within 1 day for RT-PCR (NAAT) and 1 day for Antigen (quick-test) before departure to the United States.

Details and exceptions
Effective:December 6th, 2021: A COVID-19 negative test result taken within 1 day before departure must be presented to the airline before boarding your flight. This applies to ALL incoming air travelers, regardless of vaccination status or nationality.
Children under the age of 2 are exempt from test requirements as well as travelers who have both valid proof or documentation of recovery from COVID-19 in the past 90 days and a letter from a valid healthcare authority who has stated that they are cleared for travel. Refer to the CDC Website for more details.
Quarantine requirements

Visitors returning from Uruguay are not required to quarantine upon entering the United States.

Foreign nationals (non-U.S. citizens and non-U.S. immigrants) who are not fully vaccinated and are permitted to travel to the US by air by meeting certain vaccine exemptions are required to self quarantine for 7 days, unless they have a valid COVID-19 recovery document.
Travelers should also follow state and local requirements and recommendations after travel.
